Most people think that a video is done when you finish editing on the computer. Exporting in the same resolution and frame rates as their native footage, they watch the finished video on their huge, color-calibrated, high resolution monitors. After watching the video and giving it the final approval, most often, you share it online.
YouTube does a good job with just about any video you throw at it. Facebook does a pretty terrible job with just about every video you throw at it. Instagram has a very particular format it displays well.
When it comes to Instagram video quality, the details matter. On other platforms, they are usually pretty forgiving about frame rates, file sizes, codecs, but Instagram is really particular for some reason.
If your frame rate is too high or too low, it will look like your instagram video is skipping.
If your bitrate is too low, your video will only get more aliased and pixelated when you upload it to instagram. If your video is too high quality for instagram to handle, it will compress the video for you and will most likely end up looking pretty bad. If it’s too long it will just get cut off without any warning. If the video size is too small, people will have a hard time watching it and will not watch the entire thing, then the Instagram won’t promote it as high in the feed, which leads to less clicks.
Needless to say, Instagram video is pretty finicky.

4:5 Resolution is best

1:1 resolution is the ‘smallest’ I’d go if you’re original video has to be 16:9
3,500 kbps bitrate, usually round up the bitrate 4mbps
